Steps
Call your local SPCA or animal shelter and tell them the characteristics of the dog you want. You may want a small dog with curly hair and that loves kids. Or, you may want a young large breed puppy with a smooth coat. Whatever it is, there is a good chance they have it.
Visit the shelter. Look at all the dogs. If there are a few certain ones you like, ask the workers if you can take them one at a time into the playpen.
While you are in the playpen, look for these things: Is the dog limping? Does the dog snap or snarl? Does the dog have lumps on its body? Does the dog keep scratching? Is the dog listless or overweight? Is there discharge coming out of its eye? Does it have any open wounds?
Check the dog's temperament. Make sure that the dog will suit your environment. Do you need a lively, active dog for flyball and agility training? Do you need a sweet, mellow-natured dog that would be easy to train and likes frequent exercise? Or do you need a pup that a big fluffy coat because you live in a colder environment?
If the dog has any of the listed above problems, there could be something wrong. The best thing to do is ask the workers about it. But, if you really, really like the dog, have a vet exam it before adoption.
Now it's time to adopt! The dog is healthy, friendly, and happy. Adopt the dog and bring it home. But, make sure you have all the necessities your dog needs.
Get the grooming tools, food, vitamins, water, and bed that your dog will need.
Introduce your dog to the family pets, and hope they will get along well!
Start obedience training your dog as soon as possible.
Check the dog for any health problems BEFORE adopting!
Get a dog that will be comfortable in your environment, including climate. (you wouldn't have a Siberian husky in death valley, would you?!)
Spay and Neuter the dog right after you get it. After knowing your dog's homeless past, you wouldn't want other homeless pups, would you?

Never buy without researching first. You need to know if you have the time, money, love, and overall everything for your pup. He won't want to go back to the shelter thinking "Doesn't anyone love me?".
